People are extremely busy, sometimes to the extend of being overloaded and stressed. A closer look reveals they don't work towards an output but on conditions which could lead to output. In this situation the organisation will be very defensive if someone blows the whistle. So be cautious and do not bring up this subject in a meeting before you have recruited support in individual talks.
