5.2.3.1: Maybe there is just not enough real work. This might seem unlikely because the workers are busy. But a shortage of work is often veiled by overactivity. The energy will than for example be directed towards refining the procedures.  In this situation the organisation will be very defensive if someone comes forward with the idea that maybe there is just not enough work. So be cautious and do not bring up this subject in a meeting before you have recruited support in individual talks.
