6.4.7.1. The government itself is submitted to follow its own rules of accountability and financial auditing. Accepting subsidy means accepting the accompanying control. But sometimes governmental control is not so much a derivate from formal rules, but rather a reflection of an interfering and meddlesome culture. An example: a local government subsidising a safe house for violated women, requests regular visits to control  the rightful spending of the subsidy. Before accepting subsidy an NGO should think about the compatibility of its own goals with the habits of the controlling body.
