• Are there changes over time, other demands posed onto the organisation? New influences upon the organisation?
• Do comparable organisations in the same line of business experience the same problems? (Branch problem rather than a problem specific for this organisation)

Can we answer the following questions:

• Why is the problem happening here?
• Why is it happening now?
• Why in this part of the organisation
• Why has it not been solved
• Why have earlier attempts to solve the problem failed?
• Do people benefit in one way or another from this problem?
